Emerson Kent (John Cusack) is working for the CIA and is sent to kill a man. This man is a bar owner, who shares some small talk with Emerson before he is killed. When Emerson kills the man and some bodyguards, a witness flees the scene, but accidentally leaves his wallet behind. Emerson finds the wallet and tracks the man to his home, where he kills him. A woman (inferred to be the man's daughter) sees Emerson, and he contemplates killing her, but ultimately chooses to spare her life. As he leaves the home, the woman follows behind him, and she is shot by Emerson's boss Michael Gray (Liam Cunningham). As Emerson tries to convince Gray not to kill her, Gray hits Emerson in the back and he falls to the ground. As Emerson and the woman share a last look at each other, Gray kills her.
Emerson is then transferred to Suffolk, England to watch over a numbers station. While there, he befriends Katherine (Malin Åkerman). Two months pass and Emerson spends his nights drinking and thinking about the woman that was killed. On a particular Monday morning, the numbers station comes under attack by armed men. With no way out, Emerson and Katherine barricade themselves inside. One assassin makes his way in and, after a lengthy shootout, he is killed by Emerson.
As Emerson requests assistance, the operator tells him that it will be four hours until help arrives. The operator also tells him that since the code has been compromised, that he must kill Katherine. Emerson notices that Katherine has a serious leg wound. He takes her to the medical room and addresses her wound, and she passes out shortly afterwards.
Emerson receives a second call from the operator, telling him that help will arrive in two hours. The operator asks him if he has taken care of Katherine yet. Emerson says he cannot confirm that, and the operator tells him to do it immediately. Emerson contemplates killing Katherine, in which he appears to kill her by shooting her in the back, but this is revealed to be Emerson's thoughts. Emerson and Katherine discover that 15 unauthorized messages were sent from their numbers station, in which these messages or assignments could be anything from assassinations to bombings.
Emerson and Katherine discover a computer with 15 different dossiers of government officials, including Gray. The unauthorized codes are to kill these 15 people, and the assassins want Katherine killed so she cannot cancel the broadcasts. Emerson and Katherine then talk about what they know about each other, and Emerson tells Katherine that he used to be on the receiving end of the numbers. Katherine asks Emerson if he ever thought about getting out of this life that he's in. Emerson tells her that he once knew a man who put money aside and got out of the life. He opened up a bar (it is revealed to be the bartender from the opening of the film) and lived for 37 months before he was killed.
Emerson then discovers that the operator could be compromised, so he tricks the operator by giving him a false confirmation code. When the operator answers the phone (in the case of a confirmation code being wrong, the operator would not have picked up), Emerson discovers that the operator works for the other side. Emerson has Katherine lock herself in a room and tells her not to come out. Emerson tells the operator that he has killed Katherine, so he can get to a car outside where Katherine has left her phone. As Emerson goes to get the phone, Katherine figures out the information she needs to cancel the broadcasts. As she leaves the room to access the computer to cancel the broadcast, an assassin slips through the door that Emerson left open while searching for the phone. As the assassin comes to kill Katherine, she sees him coming and hides. As the assassin shoots Katherine once in the stomach, Emerson arrives and gets into a hand-to-hand fight with him. As the assassin is strangling Emerson from behind, Emerson reaches a gun and shoots him multiple times, killing him.
Emerson then tries to put pressure on Katherine's wound. Katherine tells Emerson the final code needed to cancel the broadcast, and she tells him to go. Emerson leaves to finish cancelling the broadcast, as Katherine holds on. When Emerson comes back, she asks him if she's going to die. As he goes to inject her with a needle for the pain, she asks him if she's going to wake up. He says that he saw four men get shot in the gut, and each one of them lived. She asks him if he would have ever killed her, and he says "no". Katherine appears to succumb to her wound and dies. Emerson calls Gray and tells him that everything is secure. When Gray asks about Katherine, Emerson says "all assets are retired". After Emerson hangs up, he fills a bag with C4 and tapes a detonator to a block of C4. He places C4 all around to station and sets the detonator for 20.5 minutes.
Emerson takes off all of Katherine's jewelry and throws it on the floor. He wraps a blanket around her and takes her to a car outside. When the car doesn't start, Emerson carries Katherine away from the station and the building explodes behind them. Emerson hijacks a car and when the driver says something, Emerson discovers that he is the operator. When Emerson asks him who he works for, the operator says that he used to work for the same people as Emerson, but he now works for the other side and that are just as twisted, but they pay a lot more. He tells Emerson about how their bosses expect them to be killers and that they complain when they cannot function in that life anymore, and that they kill you when you quit because of the things they force you to learn.
When the operator asks Emerson if he stopped the broadcast, Emerson says "yeah". The operator pulls out a gun and they both shoot each other. Emerson gets up, showing that he was hit in the shoulder, and he shoots the operator again. Emerson drives away, but starts to become drowsy and he crashes the car.
He wakes up in the hospital and it is revealed that Katherine is alive. Emerson walks over to Katherine's room and, as he sits down, Gray walks in. Emerson wants him and Katherine to walk away alive, but Gray says that Katherine is a liability and wants her dead. Emerson mentions that Katherine is the one that stopped the broadcast and saved Gray's life. When Gray asks Emerson what he wants, he says he wants ten days before they come after them. When Gray asks if he will find Emerson and Katherine's bodies at the station, Emerson says he will find enough bodies. Gray agrees and, as he leaves, he tells Emerson that "we were never here". As Emerson sits down by Katherine's bed, she opens her eyes and they both stare at each other.
